Yes and no. I see all sides to this actually. So on one hand EVERY site or app you visit will have A ip address attached to it as the last used IP address. Theres no logs kept unless you enable that part. But its impossible to provide a service without an ip. So at some point its always connected like on mobile devices.
Protonmail has long told activists to use tor and thats why they have an onion site. The are the only ones to offer a working onion site for access.

Ive always told everyone to use a vpn at all times on devices and phones. But if your using it “for things”, DO NOT put it on a mobile device. use browser only when you can ensure the vpn is working properly first.
