User messages are active again

For right now its level 3 only. The user levels have been adjusted so it takes more activity to reach level 3. Many users were locked into a certain level and no longer met the requirements of level 3. The easiest way to achieve it was to mass unlock everyone that was locked and reset their levels. Now for those active members we will reset them to level 3 manually.

For new members you need to reach the requirements and maintain the requirements or the system will demote the trust level on its own. As I notice people I have missed I will reset them when I see them. Others please message me (anyone can message me) and I will take care of it as soon as I can.

You will also see some cool new features in the design of the chats. Remember the rules of the site pertain to the messages as well. No selling or offering to sell or promoting things that wouldnt be approved here. If found then that will result in a ban.

If you receive a message of any concern or something like spam, report it. In the past the system was abused so we have made a few changes.
